You might want to contact DEC and see if you can ice fish it. Per NYS Regulations

In addition, the use or possession of baitfish is prohibited in the following waters:

All ponds and streams in the Five Ponds Wilderness, He-De-Ron-Dah Wilderness, Pepperbox Wilderness, Pigeon Lake Wilderness and the West Canada Lake Wilderness, also:
Town of Webb-Bear Lake, Bubb Lake, Brewer Lake, Buck Lake (1/2 mile north of Hog Pond), Buck Pond (one mile west of Thirsty Pond), Clear Pond, Moss Lake, Nicks Lake, Big Otter Lake, Quiver Pond, Razorback Pond, Sis Lake, Tied Lake, Twitchell Lake, West Pond (0.6 mile southwest of Big Moose Lake), Wheeler Pond, Woods Lake.

I don't think ice fishing is permitted on Twitchell.. There are good numbers of perch in there. But I believe they have been stocking Brook trout there for years, so that would be why they prohibit the use of baitfish.. I'd call DEC and ask but I'm pretty sure its a no go for ice..

Twitchell Lake is in Herkimer County.  The link below indicates that all waters not specifically mentioned in the table are open season April 1 to October 15 for trout.   All waters where ice fishing is permitted in Herkimer County are listed in the table, Twitchell is not one of them.

You're welcome.  You can also back track from that link to the other counties and find out where you can and cannot ice fish.  Basically, all the Brook Trout only type waters are off limits to ice fishing even if they are ice clad when the season opens on April 1.  Trout waters where you can ice fish are all listed in the tables for each county.
