How to interpret deadstick bite

So, fishing a fairly shallow, stained body of water in EUP, deadstick minnow on a forage spoon about a foot off bottom with ice buster float, for walleye and perch. I don't have a flasher that I use for such shallow water but try to learn what they want from how hits are. Caught 3, missed a few more, nothing on jig stick. So my question is, every hit I had seemed to lift the minnow a few inches off bottom before they'd take. Like 6 inches lift/slack, I'd set hook wouldn't be there, but If I let them be after a few more lifts they'd take it. What were they trying to tell me/what did I need to adjust to entice them more? I tried dropping it a few inches, no change. Tried lifting it and didn't get anything. Is this just a thing when their finicky or was I missing something?
