Regarding Lake Frances, the guy says, "...For both walleye and pike, it's hard to beat a live minnow fished either on a tip-up or just on a jigging rod. The smaller shiner minnows, in the 3-inch class, are good fodder for high catch rates, but if you're targeting big fish, size up your bait."
Although he may be right about it being the best bait, Frances isn't on the list of lakes in the regs where it's legal to use live minnows, is it?
