Check some threads on how to find early ice...

Best bet is up north (northern VT, northern NH or northern Maine) or higher elevation ponds.

Check as you go, etc, etc.

Seriously though, a lot of it comes down to experience and a bit of luck. There are some places I will push it and fish 3" with light gear, and some I will not... depends on a lot of factors.

I've gotten wet a few times, and all of those times except one, I knew I stood a fair to middling chance of it... risk vs reward.
