That's to prevent distributed denial of attacks on the site. If you are seeing it, it is likely the site is trying to protect against an automated ddos. Sometimes, if I am using the vpn on my phone cloudflare will catch it similarly.

The Internet is not something you just dump something on. It's not a big truck. It's a series of tubes. These tubes are filled with data. The CloudFlare "prove you are human" thing is meant to prove are a person using the site legitimately. If 1000000 random computers try to overwhelm the site by "turning on all the hot water," the site will be sending extra data and the servers that the site lives on will be overwhelmed by pumping extra data out of its database. At least we don't have to find all the fire hydrants, crosswalks, stairs, motorcycles, cars, buses, etc like with Google's reCAPTCHA.
When I use express vpn google makes me do those every search. Lot of our RPA clients get frustrated because they cant automate google searches with RPA because of the ReCaptcha.

I dont use a static IP address, the VPN allows me to switch. Some sites like google think thats funky and I have to solve the puzzle. Small price to pay to keep my interent service provider from selling my internet history to advertisers.
