Kahtoola Microspikes. Cheaper than a new hip.

It depends on what he already has.  If he doesn't have much, a good pair of warm, dry boots are priceless.  Nothing will ruin your day more than cold, wet feet.  Taking a close second are warm, dry gloves for the same reason.

Every year I ask my dad what he wants for X-mas and he always says, "One more fishing trip!" So every time we go I ask if this is the X-mas trip? ;D He replies he has to see how the catching is. My dad is 75.

 That's a great one.  Santa used to bring those and put 'em in the socks when the kids all lived at home.

A Leech Lake Fillet knife - https://www.reedssports.com/brand/leech-lake-knives (a little more than your budget) or an American Angler electric https://www.amazon.com/American-Angler-Professional-Electric-Standard/dp/B00CWX4JTG (budget right on the nose)

Good luck!

Hand made rod for the gentleman  from your self!! You can purchase kits to build rods cheap keep it simple all you need is a mason jar and a couple books  to run thread threw for tension or a bobbin..   a medium card board box with front cut down so your hands can reach in to wrap rod with vees cut in it to support the rod.. use the box with a dowel and those folding paper clips..  use pappet clip as a line guide you don't need to purchase a rod wrapper all you need is componets for the rod the blank handle etc.epoxy and thread... but keep it simple don't try to do a full chevron butt warp..  chebron wraps take time and practice before you do it..   I suggest getting those silver paint pens and inscribing with personal words..   then epoxy over it..  as for rod driers use a rotisory motor and build a stand for it...  make  a rubber band chuck out of a pvc end cap and screws rubber bands etc to hold the rod as turn on the motor or you could buy a rod drier..  . all this can be done for under $75  if you tread lightly on price..  don't buy rod wrappers heck building your own out of scrap  shop wood can save you even more..  if you wanted to build more later on.. that's the best gift you can give is a custom for them built by you ice rod!!

no one, and I mean NO ONE, has enough jigs. Check out some of the sponsors on the site and get him a specific kit for the types of fish he goes after most.

Other than that, if he doesn't have a good spud bar, get him a good one. If he doesn't have ice cleats, get him a good set of those. Merino wool... anything merino wool.
