A rapala jiging rap has a single hook front and back and a bottom center treble do you have to cut the front and back off and replace the treble with a single if you want to tip it or do you only have to change the treble

My understanding is you can only have one single pointed hook on a jig if you are going to tip it with bait

Correct. One single hookpoint if using any kind of bait...
The law is written poorly, but I have had this conversation with a CO on the ice before.
