setup for macs and whitefish for newbie

i have been out of the ice fishing game for years due to illness, this year i am well enough to go again. i have been attempting to fish somers bay but as of yet have had no success. i have been using spoons with cut smelt , fishing 12 to 20 fow, at wide range of depths, 3ft to the bottom. i started reading this board last year figured now is good time to ask a question.

Use small jigging spoons with maggots.  I have caught plenty of whitefish through the ice there and they readily hit the small spoons. Have also watched them on the video camera and when they decide not to bite, your out of luck. Have seen dozens around my jig before and they won't even look at it. But when they do bite, they all look at it.
Little macs are not picky, they hit hte same jigs as well.
