I've been working in Savoy and I've seen a lot of water skimmed over and I even walked on some 2 inch thick ice on a tiny pond that gets no sun. But the extended forecast doesn't show any real ice building weather until around the 4th of December. I'd say fishable ice by the 2nd week of Dec is pretty likely out that way. Best bet will be anywhere out of the wind and sun, I usually look for small "bowl" type ponds or start in well protected coves of larger ponds.
