  Once
you have found a spot to try, having a locator is essential to quickly searching out the spot and moving on if no fish are found. If possible, shoot your locator through the ice.
On good solid ice you can see fish on your locator without even drilling a hole.
Pour a little water on the ice and set the puck in it and move it around until you can see the bottom. If you can see the bottom really good you should be able to see fish.
  Hopefully, with a little luck you will eventually find some fish. With a good locator you can determine what size the fish are, how active they are and how many are down there. Generally if the fish are active they will be flying around and will fly up to greet your bait.
