These are pretty simple to make and work really well.

I just use an old metal coat hanger and make an eye at the end. Leave a gap on top to get the line in and out of.

Then just put 2 screws at an angle to hold your line.

I prefer these over the dowel style because you can tell exactly what the fish are doing. The wire comes back up if the fish lets go. Once it starts to go back down nail em'. Good luck.

I have been hunting or fishing almost everyday of my life. The rest have been wasted.

Here is a slightly modified version of a "Lake Erie Tip-Down"
The original design has been around for years, I added a sliding weight to keep it balanced.

These are great for perch and all other panfish. It it normally rigged with a spreader or a crappie rig with live minnows. The balance is so perfect you can detect the lightest bites.

What is the base?? or do you place the wood into the ice??

This is in the realm of tip-up/tip-down conversation. (off topic?) I saw the question being asked of RGFixit's tip downs, If they were considered a hand line or set line? According to the all knowing DEC officer that I spoke with on the ice 1/6/08. He said that any line that is left to set and fish by itself is considered a set line and would be on the count of your tip-ups/tip-downs. I then asked "If I set a jigging rod down on the ice and walk  away from it to tend to something else then that is now considered a set line?" He said that yes under the letter of the law that it could be counted as a set line! I thought that was a load of nonsense because any time that you get up from your jigging rod and leave it in the water to chase a flag then you now have too many lines in the water. He said yes and that it's not a perfect system and the discressionary grey area for the officer is pretty large.
I built tip downs similar to RG's and I built 2 slammers to try this year and now I thought a slammer could be under my hand line count because of the rod but I was wrong. Sorry MODS if this is off topic but I saw the question a few posts earlier, Please don't banish me to the little kids dinner table again!!!

Just so the annual debate doesn't get started, these tip downs are considered hand lines.

RG,
I thought the same thing but the officer who stopped me on Oneida on 1/7/08 said that any line that can be set and left to fish by itself is considered a set line: tip up/tip-down and must be counted as such.I had heard that a hand line was considered a rod/apparatus that has a free spool for holding line, like my tip downs and yours. He said no, it only has to be setto fish by itself. I think that the gray area for this law is so vague that each officer can make their own discressionary judgement. Which is bad because if one guy gets his undies in a bunch he can really be a pain. The only solution my friend says is to bring one rod and three minnows = 3 walleyes. No problems. He usually does it to.I hate him!

Fish.it

I still haven't mastered the whole digital picture post thing but the slammers I built are identical to the Slamco. ones I saw the Michigan guys raving about earlier this year. Check out www.slammertipup.com
