Frabill Stick Tip Up

Can someone please tell me how to set this thing? I picked one up and I don't know what I'm doing wrong but I bend the flag over to the little bent wire in the middle to hold it down and it wont go off when I pull the string.

Do you have the spool spun the wrong way?
