I like using smelt or suckers.

I've always been partial to shiners. But for the past few years I've been using large suckers in conjunction with medium-large shiners.  Some lakes I fish have 30+" northerns and muskies. A couple years ago I had one large sucker and shiners. I caught 4 northerners on the one sucker and just one on the shiner.
