It's very possible. It's also very possible that a bunch of guys who are sick of listening to their wife saw that the ice was gone around the ramp and decided to go out.

we were there friday
all we caught, and all we saw and heard about being caught, were little ones
talking to locals, apparently bigger fish had been there but looks like the higher flow pushed them out of the tailwaters
fish were in the auxillary lock according to a couple guys we talked to but it cost them a $90 ticket for 2 15 inchers for fishing above the sign

They have been getting limits of 14-18" saugers/eyes. Plastics. Talked to several people who limited nearly every day last week.

bellevue dam.  it was pretty hot the last few weeks.  but as is usual i'm sure some days are better than the next.
