Yes, Minnesota is the ONLY state they can't be used!

The Clam Artic Warriors work great. Plus it's a lot harder to miss fish since the bail is open.

They had them at Cabela's in La Vista, makes me assume they are legal.

I am not saying the "Jaw-Jackers" are illegal, but do not make the assumption that just because something is sold in a sporting goods store that it is legal. ;)2
