Dead Smelt on Tip Ups

I was wondering if it was legal to use frozen smelt as bait in Wisconsin. I live in Minnesota and it is legal if you buy from a licensed dealer and keep the receipt. I can't find anything about using dead bait in the Wisconsin regulations. Any help would be great thanks!  :tipup: :o

IIRC dead bait, other than stuff that dies in the bucket or on the hook while in the course of a days fishing, needs to be preserved via a two week soak in mineral oil, salt, etc.  I looked into it a while back, I'll do some digging and see if I can find it..

Has to be preserved by approved methods, not freezing.  Them being from MN I think is a no go as well.  Here is a couple links with info, and if you want to be really sure go to dnr.wi.gov during the day and use the live chat to talk to a representative.

They work if you put live crappie minnows on the other two hooks.  Sometimes its more effective than a live shiner or sucker.
