I have not seen anything in the rules but can we fish a jig with two trebles.

My understanding is yes but it can't be tipped with bait.  Not 100% though.

This page states that "Hooks used for bait while ice fishing must have only a single hook with a single hook point per ice fishing device."

So you should be all set unless you apply bait to the hooks. I think that's one of the reasons why you get a single hook and a treble hook when you purchase a Swedish Pimple.

You can fish a jig with 3 treble hooks, just no bait at all.
