It belongs to the canal company. Who let the Feds get involved in the first place?

Bureau of Reclamation = Feds 

Canal Companies only manage.

I think the when the plan was put in place to build it wildlife was one of the agreements. Should be an agreement to keep the area maintained. AKA all the rotten trees and brush on the south side. Just imagine if a fire started there not to mention the millions of gallons of water used by an invasive species.

Before the canal system was built, it was all sagebrush.  They outta just outlaw farming.  I'm afraid we're gonna lose a great rec area to help maintain a whole lot of invasive species.
