Twin Valley or Blackhawk or....??

I might have a chance to fish one of these next week. Is either one better than the other normally? I've never been to either one during the winter. I do have a St Park pass so no difference there for me.

Jigging for panfish and/or walleyes would be my primary target.

all reports I have gotten are bad, bite is off, maybe the change in weather might turn them back on. I fished twin last weekend, it was not good. Did have some good conversation with a guy from Verona and his kids. I am thinking to head over to sauk and fish Crystal, haven't heard any reports from there but I can't do much worse than I did last weekend.
