Briette's in swanton is the closest place that I know of to Kelley bay.  It's the Valero? Just over the bridge on rt78.  You can search on vt fish and wildlife site for licensed bait dealers.

Sunoco in alburg sells bait I believe, also hog island market on Lakewood drive in west swanton

There is a bait store in rouses point at 362 on lake st. It is called Lake Champlain fish co.  It is just past the stewarts going south.

If you're heading up through the islands on Route 2 then Holiday Harbor is in North Hero just before the bridge into Alburg.

Scratch that.  I was at Holiday Harbor and he's done for the year.  Are other bait shops calling it quits?  I fished on 3' of ice today in Alburg.  There's plenty of fishing left to go.
