Where's all the bait?

Went to 3 different places in search of pike shiners-nothing but small and mediums..why sell 10 dozen to 1 guy and the rest of us are out of luck-10 dozen??... :%$#!:

Hillside bait in Webster is open 24hrs on the weekend, I bought my bait there yesterday ( Mediums 7$ Doz )...508-943-7190
