I used to use them open water fishing before I knew better when I was 7 or 8. one day the old man saw what I was doing and ripped me a new one. caught a lot of 5+ pound bass using them.

I always thought you could NOT use it as LIVE bait but I must confess I occasionally cut up pieces to use for jigging other Yellow Perch when the bite for game fish is slow. I never used the spiked area of the dorsal fin though. The thought never crossed my mind. If it is illegal to use as cut bait, could someone please chime in. I'd hate to pay a fine for jigging perch just to pass the time.
Trout do eat Yellow Perch though... look at my avatar... 2 perch were in that trouts mouth when caught.

I believe its all right to use perch as cut up bait as long as it counts as your daily bag limit and its dead
Some people say that if you've caught one fish you've caught them all. I say that if you've caught one fish, you want to catch them all!

These are the regs. as written in the lawbook. New this year they specify "Live or dead". I'm guessing that means whole or pieces as well, but who knows.

bait fish restrictions
The following are legal bait fish (live or dead)
for fishing: smelt, lake chub, eastern silvery
minnow, golden shiner, emerald shiner, bridle
shiner, blacknose shiner, common shiner, spottail
shiner, northern redbelly dace, finescale dace,
fathead minnow, blacknose dace, longnose dace,
creek chub, fallfish, pearl dace, banded killifish,
mummichog, longnose sucker, white sucker,
creek chub sucker and American eel. Any species
of fish not listed above may not be used as bait
(live or dead) for fishing in inland waters

The only fish you can use as bait now are the ones listed.  Not sure if that would mean you could or couldnt use perch eyes, but I would ask before I did.  The answer might still be confusing depending on which warden you ask and what day of the week it is.

You can not legally use any part of a fish not listed on the "live bait fish" as bait. The definition has been reworded this year to clarify this law.

It is illegal to advance bait.
It is not illigal to bait a trap.
prima facie?... I don't know.

Ok so last year I had a bait trap in lake x,  I went out and check my bait trap got my bait and as usual some of the dog food, cat food, and bread spilled out of the trap and down the hole. Two days later I check it again and pull the bait trap. Then I drilled holes and fished the same area with my kids and dad.  We limited out on brookies in an hour, and saw one of the biggest browns of my life swim away at the hole.  This was all done within 100' of where the bait traps were placed.  Was this pre baiting? And all the large game fish brought into area from the baitfish that had congregated in the area?
