i'm from wisconsin and have been using tip-downs for the last 2 years, they're sweet. it's basically a pendulem, you make a base, attach about 3 ft. of 2by2 and cut a one inch wide slot in the top, I use wire fasteners with the little plastic piece flipped so it resembles a u and nail two of them on either side of the notch. for rods any cheapo 5 dollar piece of fiberglass with a small plastic reel works. you drill about four holes in the middle of the handle of the rod and run a piece of stiff wire through one of the holes, then you rest the wire on the stand you've made. if it doesn't balance the first time try running the wire through one of the other holes. try setting these in the afternoon with small jigs for crappie, towards dark the action really heats up.
