You're absolutely right about all of the things you said, although I've tried glow in the dark poppers without having much luck. I, like you enjoy fishing for panfish and perch through the ice. I prefer to use 4Lb. line also and sometimes if I can get away with it even smaller. Lighter line keeps ice from forming on your line. One thing I do differently is use a graphite light or ultra light rod. I also object to using a spring bobber. I like to feel the fish strike which enables me to hook more.
The best panfish lure is a regular gold colored Swedish Pimple or a small silver Kastaster with a maggot or wax worm on the end. Sometimes a small white grub attached to one of these will land a fish. If the fishing is slow sometimes the old primitive method of jigging a plane crawler can sometimes get the fish biting.
One other thing, when you find your spot fish it dry. Often there are lots of fish down there that you don't know about. Have confidence in that spot until you know that all the fish have been caught. Good luck, and catch the big ones!
