I cant catch Fish!

i fish on lake winnabago in wisconsin, for walleyes,whitebass,and perch. i never caught a fish yet, what is my problem? , i use rapals and fish about 1-2 feet off the bottom jigging.

First of all, being a "cheesehead" can't be easy-move across the border to Mn. (kidding)
You don't state what size hooks you are using. I would switch to a swedish pimple, or a jig with a simple verticle movement-with some flash to it. Make sure the hooks are the right size for the fish expected to be in your lake/river. Also, location, location, location.
Make sure you are using the structure of the lake to your benefit. Every lake has some structure, even if it's just a sharp breaking weedline, it's different than the other 90 percent of the lake.
Are you tipping your Rapalas with a minnow head?

I'd try a 1/8th ounce jig tipped with a medium fathead or a small shiner.

Grizz is correct but the only way your gonna get to know whats going on under the ice is getting a vexilar.You want to catch fish you have to have one.IT WILL EDUCATE YOU ON WHAT YOU NEED TO DO TO CATCH FISH.Everyone can tell you what baits to use but thats meaningless if the fish are finickey or are they even under you.You may be able to attract them but can you get them to bite.The vex will help you.Get one I wont fish without one.I had 10 fish on the flasher and was able to read what all these fishes moods where.Once I knew that I worked my bait to the ones that seemed more willing and got them to bite.The only thing Vex doesnt do for you is set a fishes feeding time.But it does help you to get the finicky biters to take your bait.
