Spoons are my go-to bait, no question about it. They work better than anything I've tried. It's all about vibration/sound.

Try tubes that are big, bulky and make an easy target.

Smaller stuff might work though, as this IS a tactic to try for fish that are 'off' or ignoring more aggressive techniques/lures. A 2" tube might just work. Best of luck.
